A Fairfield mother has been charged with nine felony counts of child abuse after 10 children were rescued from "horrible" living conditions.

Solano County Deputy District Attorney Veronica Juarez filed a notice with the court Tuesday in the case against the 31-year-old. She was released on April 9 after posting a $10,000 bail.
