He declined, however, to reveal any details of the preliminary discussions being held Monday between USA and North Korean officials.

So far, the USA has offered no indication that it has reached a substantive preliminary agreement with North Korea on how to achieve the "complete and verifiable and irreversible" denuclearization that Pompeo reconfirmed on Monday the U.S. is seeking.

In a statement, the White House said Mr Trump would speak to the media before departing for the U.S. at 8:00pm. But U.S. officials have since avoided such lofty declarations.

"Trump is likely to declare the summit a victory irrespective of the outcome, but if the two sides fail to reach a common understanding of denuclearisation it will put at risk any process that the summit kicks off", he said.

Following the initial greeting, President Trump and Chairman Kim will participate in a one-on-one meeting, with translators only, an expanded bilateral meeting, and a working lunch. It is easy to call for "the dismantlement and removal of all nuclear, chemical, and biological weapons from North Korea", and withholding "sanctions relief for anything other than this", as the seven senators did.

"We are hopeful this summit will have set the conditions for future successful talks", Pompeo said during his remarks Monday.

"The discussions between the United States and North Korea are ongoing and have moved more quickly than expected", the White House said in a statement.

On the eve of his meeting with US President Donald Trump, Kim spent more than two hours soaking in the city's bright lights, viewing the panoramic skyline from the 57th floor of the Marina Bay Sands casino and hotel, and walking in the iconic Gardens by the Bay, a green lung in the downtown area.

Trump, too, has recently sought to minimize expectations, saying additional meetings may be necessary.

North Korea has said it is willing to deal away its entire nuclear arsenal if the United States provides it with a reliable security assurance and other benefits.

"I don't think it's a bad idea to start off with big concepts first and then work it down to the details", said Perry.

Such treats are unheard of for most North Koreans, even for government officials, who have seen their chances of overseas travel wither in recent years as their country's isolation has increased under sanctions imposed over its nuclear and missile programs.

Experts believe the North is close to being able to target the entire USA mainland with its nuclear-armed missiles, and while there's deep skepticism that Kim will quickly give up those hard-won nukes, there's also some hope that diplomacy can replace the animosity between the US and the North.

Trump and Kim will be making history here on Tuesday morning when they shake hands for the first time.

"I think we should take some optimism from that reporting", a White House official told ABC News.
