'We do not agree' on Brexit plan with outgoing ministers: May

Mr Kinnock said the Chequers proposal was a "step in the right direction because at least the prime minister was accepting that our future lies with Europe".

Johnson's resignation comes on the heels of David Davis quitting in protest as Brexit secretary at the government's plans for a close trading relationship with the European Union. Brexit-supporting lawmakers were angered by the proposals, saying they would keep Britain tethered to the bloc and unable to change its rules to strike new trade deals around the world.

With Britain due to leave the 28-nation bloc on March 29, 2019, European Union officials have warned Britain repeatedly that time is running out to seal a deal spelling out the terms of the divorce and a post-split relationship.

Davis argued that this type of "soft Brexit approach" would leave the United Kingdom parliament in "at best a weak negotiating position".

He said many MPs saw Mr Johnson's resignation as a "selfish act".

On Monday, May defended Friday's deal, which would allow for some ties between Britain and the EU. David Davis and Steve Baker clearly realised that the promises they and their colleagues made about Brexit simply can not be delivered.

May's personal authority was badly damaged after she called a snap election past year to strengthen her hand in Brexit talks but instead she lost her parliamentary majority meaning she has to rely on a small Northern Irish party to govern. She did not immediately name a replacement for Johnson.

Mairead McGuinness, vice president of the European Parliament, said the fact the white paper will still be published on Thursday "bodes well" for ploughing ahead with presenting the plan to the EU.

"The Chequers Car Crash crosses Theresa May's own red lines, it certainly fails Labour's six tests and it is a million miles away from the kind of Brexit people thought they were getting - whether they voted Leave or Remain in 2016".

May was asked by an opposition lawmaker Monday whether she would contest a vote of confidence if one came rather than resign.

Dominic Raab, a Brexit supporter and former housing minister, was appointed to replace Davis only days before negotiations in Brussels are due to resume next week.
