U.S. Rep. Kathy Castor, D-Tampa, is reminding residents that open enrollment for health insurance under the Affordable Care Act in the Marketplace begins today (Nov. 1) and goes through December 15.

Also, the federal government has announced planned maintenance shutdowns of on most Sunday mornings during open enrollment. The availability of insurance through the marketplace is also one of the reasons that Delaware's uninsured rate has been reduced to 5.4 percent. "They exclude pre-existing conditions and coverage for those".

"For Delawareans who don't have access to health insurance through an employer or another form of coverage, the Health Insurance Marketplace offers them an opportunity to get covered", Gov. John Carney said.

Packham and Ray, who have been ACA navigators since the federal marketplace opened five years ago, said the first day of open enrollment was off to a slow start for them, but they had appointments on the books for the coming weeks.

Of the 107,000 individuals who purchased individual health insurance in 2018, about 68,000 of them received coverage through a grandfathered or transitional policy. Most receive tax credits available for household incomes between 138% and 400% of the Federal Poverty Level. This year, those incomes range from about $16,000 to $448,000 for an individual.

Ommen said that if individuals are not eligible for subsidies to help with those costs, the system does not work. "So we are open to everybody around the state who needs help, to the extent that we humanly can do it". We're told that more than 80% of Mainers that enrolled in Marketplace coverage previous year received financial assistance.

There has been some confusion about the state of the Affordable Care Act this year. Across the state help is available from navigators at many Community Action Agencies, assisters at Federally Qualified Health Centers, and at many hospitals. The legislation would also boost outreach and educational activities to let our neighbors know about their coverage options and if financial support is available to help purchase coverage.

If you buy your own health insurance, the time has come to consider your plan for next year. "Consumers now have the freedom to shop outside of the ACA for health insurance they can afford without fear of a tax fine".
