Newsom's announcement comes as a rebuke of Trump's order to strengthen military enforcement at the us southern border, especially after the president said that illegal migrants and refugees coming over the border from Central America are threatening America's national security.

"The border "emergency" is a manufactured crisis, and California will not be part of this political theater", he is expected to say during the speech, according to copies obtained by the Associated Press and the Los Angeles Times.

In a similar move, New Mexico Governor Michelle Lujan Grisham last week ordered most National Guard troops deployed at the state's border with Mexico to withdraw, also rejecting the Republican president's contention of a crisis.

We will support our neighbors where the need for assistance is great, and we will offer a helping hand when we can to those vulnerable people who arrive at our border, but New Mexico will not take part in the president's charade of border fear-mongering by misusing our diligent National Guard troops. Newsom publicly crossed swords with his predecessor Jerry Brown over the deployment during the gubernatorial campaign previous year, albeit in more respectful terms.

He ordered that they not enforce immigration laws or participate in building a new border barrier. "Which is why I have given the National Guard a new mission".

Trump's demand for $5.7 billion USA to help build a wall led to a 35-day partial USA government shutdown that ended last month without the president getting wall funding. Toni Atkins, D-San Diego. Newsom is reportedly set to pull National Guard troops from the U.S. -Mexico border. Another 100 members will be devoted to intelligence operations against drug cartels, with a small group of those stationed at points of entry. The Times added, "The governor's office is separately requesting funding from the federal government to add at least 150 troops with the California National Guard's Counterdrug Task Force, according to Nathan Click, a spokesman for the governor".
