But Mueller drew no conclusion about whether Trump's actions during the investigation amounted to obstruction of justice, according to the Barr summary.

Trump, in Florida, celebrated that the report showed "there was no collusion".

Many of Trump's opponents accused him of obstructing the Russian Federation probe when he fired FBI Director James Comey in May 2017.

Prominent Margarita Simonyan, editor in chief of Kremlin "propaganda channel" RT said: 'The fact that Mueller did not find any conspiracy is certainly good.

The Democrats are unlikely to go down without a fight and have demanded the release of the entire Mueller report.

"I have no idea whether the special counsel will conclude that Mr. Trump knowingly conspired with the Russians in connection with the 2016 election or that he obstructed justice with the required corrupt intent", Comey wrote.

Instead, his decision has kicked up even more dust and aroused suspicions from Democrats about precisely what Mueller found to possibly suggest Trump obstructed justice.

The full extent of Mueller's findings, including evidence concerning obstruction of justice, will remain unknowable until a more complete version of the report is released.

"The cloud hanging over President Trump has been removed by this report", said Senate judiciary committee chairman Lindsey Graham.

Mueller was appointed special counsel of investigation into alleged Russian interference into the 2016 election.

One of those actions included, for example, firing his Federal Bureau of Investigation director James Comey in May 2017.

None of the charges, however, directly related to whether Trump's campaign worked with Moscow.

Congress may still consider Trump's conduct to have been a high crime or misdemeanour.
