The case for and against Joe Biden's 2020 chances

The announcement follows months of speculation over whether Biden, a Democratic party stalwart and an early leader in opinion polls, would launch a bid for his party's nomination to challenge President Donald Trump in 2020.

Joe Biden will announce his 2020 presidential candidacy Thursday morning with an online video, reports from NBC News and other outlets said Tuesday.

Trump and his allies seized on the flap, attempting to weaken perhaps his top rival before Biden entered the race.

Even before his official announcement, Biden, who served eight years as Barack Obama's vice president, led most surveys of Democratic voters.

On a CNN town hall Monday, Bernie Sanders was asked whether the right to vote should extend to now incarcerated felons. He said yes. "I believe ... there has to be serious outcome for the most extreme types of crimes", unquote.

His first White House bid in 1988 ended after a plagiarism scandal.

Biden announced the third presidential bid of his career by video on YouTube and other social media.

At 76, he is the second oldest candidate in the Democratic nominating contests, after 77-year-old Senator Bernie Sanders. He has faced questions in recent weeks about his history of touching strangers at political events, with several women coming forward to say he had made them feel uncomfortable. Biden will hold his first official event in Pittsburgh. followed by a swing through early voting states like Iowa, New Hampshire, and SC.
