"I know the video, which covered the entire evening, shows absolutely no conduct or any inappropriateness on Cuba's part", he tells PEOPLE.

"There's not a scintilla of criminal culpability that can be contributed to Mr. Cuba Gooding Jr.", Heller said.

A law enforcement official told the Times that investigators found security camera footage that allegedly verified the woman's allegations.

Cuba Gooding Jr.is about to turn himself over to the authorities and it's not an act.

Nevertheless, a spokesman for the NYPD and sources within the department had confirmed to multiple media organizations that they were investigating a possible charge of forcible touching against Gooding. But it certainly doesn't help Gooding's case with the alleged Magic Hour groping incident, which was reported to police on June 9.

In a video posted on TMZ, Gooding, who was at LAX boarding a plane for NY, denied that he'd groped anyone and when asked if he was guilty, he replied, "No".

"All I have to say is the following, in this time and age we need to let people speak for themselves; we have to let people express themselves", he said.

Locsin said Duterte will have the final say, urging critics to just wait for the government's actions. China, according to Panelo, has yet to reach out to the Philippines following the incident.

Heller said he contacted the Manhattan District Attorney's Office Sex Crimes Unit but had not gotten a return phone call.

Gooding said Tuesday that he was partying at the bar, but didn't touch anyone inappropriately.

Asked about the reported allegation on Monday, NYPD spokesman Detective Martin Brown said, "We don't really have anything official to say about it other than that there's been an allegation and that it is now under investigation".

Gooding, a Bronx native, rose to fame after starring in "Boyz N the Hood" in 1991.

Six years later, he won an Oscar for his role as a professional football player in "Jerry Maguire".

Gooding was nominated for an Emmy Award a year ago for playing O.J. Simpson in the FX series "The People v. O.J. Simpson" and recently appeared on Broadway and London's West End as lawyer Billy Flynn in "Chicago".
