The teams are ranked in a random order in their respective group and allowed to place a bid on what round they would like to select a player before the draft begins.

Simms will join the Jags for training camp where he'll likely fight for a spot behind Dede Westbrook, Marqise Lee, Chris Conley, DJ Chark, Keelan Cole and possibly Terrelle Pryor if they decide to keep six receivers and place Lee on injured reserve as he recovers from knee surgery. The remaining players in the supplemental draft pool went undrafted.

Last year, two players were picked in the supplemental draft, with the New York Giants taking cornerback Sam Beal in the third round and the Washington Redskins adding defensive back Adonis Alexander in the sixth. If the Packers are awarded the player, they would forfeit the corresponding draft pick in next year's draft.

Simms had reportedly been given a draftable grade after three seasons at West Virginia, but was not anticipated to be selected due to character concerns. He entered the supplemental draft after the NCAA ruled him ineligible for the 2019 college football season.

Scouting report: At 6-0 and around 195 pounds, Simms has decent size and a somewhat skinny but athletic build.

For the Dolphins, adding Simms - especially at the cost of draft picks for 2020 - feels redundant. Dwayne Harris played really well for the Raiders in 2018, but it's always good to have a speedy backup option. The Raiders seem pretty set at safety with the addition of Johnathan Abram in the first round so it is unlikely they'll use a pick on Thompson.

Jalen Thompson, whose Washington State career ended unceremoniously two weeks ago when the standout safety learned he'd lost his final season of eligibility, was selected by the Arizona Cardinals in the fifth round of Wednesday's NFL Supplemental Draft.

Essentially, they are using the pick nearly a year early.
