It wasn't immediately clear where the third crew member was being treated.

The Golden Ray, a 656-foot vehicle carrier operated for the Korean manufacturer Hyundai, capsized on Sunday after a massive fire erupted on board, forcing its crew to abandon ship. It also provided fresh air to the propeller room, which Reed said was even hotter than outside, where the high was 34 degrees Celsius.

He also sent a separate letter to the Commander of the U.S. Coast Guard and thanked the courage they showed during the rescue operations. Phillip VanderWeit said: "The expressions on their faces said it all". 'We can't confirm that without going in and looking, but they did hear sounds'.

The Coast Guard remained on the scene, trying to stabilise the ship, and they continued to search the waters surrounding the vessel. Then, sometime overnight, "they got taps back", he said.

South Korea's Foreign Ministry says 10 South Koreans, 13 Filipinos were on board, along with a US harbor pilot, when the Golden Ray began tilting over in the shipping channel.

The National Transportation Safety Board has assigned investigators to determine the reason behind its sinking.

Twenty members of the crew were rescued around 4 and 5 a.m., VanderWeit said.

Officials stopped other ships getting within half a mile (0.8km) of the Golden Ray under an emergency safety zone set up by the coastguard.

The fourth crew member was stuck behind a glass enclosure in the ship's engineering room, one deck from where the other three were, Reed said.

The Assembly voted on the bill after LeBron James of the Los Angeles Lakers tweeted his support for the legislation last week. However, the Senate approved its version of the bill by a 31-5 margin, and the bill's basic intent remains unchanged.

The Golden Ray, which the Coast Guard said was transporting cars, is flagged out of the Marshall Islands and was headed to Baltimore, according to the website

VanderWeit told CNN help arrived almost two hours after the first calls came through.

The ship had 10 South Korean and 13 Filipino crew members and an American pilot, The Associated Press reported, citing South Korea's foreign ministry. At first, Reed said, rescuers were unsure if noise they were hearing was vehicles crashing around.

Investigators say along with the rescue operation, they are also working on pollution mitigation operations and how to bring the massive auto carrier's hull upright.

Communications between both sides were continuing, officials said.

The ship is lying on its side in St. Simons Sound near the Port of Brunswick. "This is a slow, but safe process", the Coast Guard said.

The vessel was leaking some oil into the waterway, said Chris Graff, the director of response services for Gallagher Marine Systems, Hyundai Glovis' designated spill management company.

Rescue crews had been working since Sunday to locate the missing crew members after the Golden Ray became disabled and eventually overturned in St. Simons Sound, about 80 miles south of Savannah, Ga.
