Since Democrats launched their impeachment inquiry into whether Trump abused the power of his office to prevail in the upcoming presidential election, multiple current and former administration officials have come to Capitol Hill to testify.

Following Kupperman's failure to appear, a lawyer for another witness scheduled for deposition this week - Tim Morrison, the National Security Council's Europe and Eurasia director - issued a statement saying that he still plans to appear if subpoenaed.

"We are not willing to allow the White House to engage us in a lengthy game of rope-a-dope in the courts, so we will move forward", Schiff said. He will say he does not know who the whistleblower is.

"I stated to Ambassador Sondland that his statements were inappropriate" and that the "request to investigate Biden and his son had nothing to do with national security, and that such investigations were not something the N.S.C. was going to get involved in or push", he added.

At least nine others have testified despite being instructed by the White House not to do so, Schiff said.

Senate Republicans are now reportedly scrambling on how to respond and whether or not to support a planned resolution to condemn the House impeachment inquiry.
