A former CIA, Pentagon and National Security Council before winning election to the House previous year, Slotkin helped launch the House inquiry into President Donald Trump's Ukraine scandal by co-writing an opinion column calling for a probe after an intelligence community whistleblower accused the president of abusing his office.

The report also comes on the heels of a directive from House Speaker Nancy Pelosi (D-CA) who told House Judiciary Chair Jerry Nadler (D-NY) and Intelligence Committee Chair Adam Schiff (D-CA) to proceed in drafting articles of impeachment.

The report says that a number of "inaccurate claims" have circulated about how impeachment works under the Constitution.

"The letter communicates that we will not participate in this process", the official said.

"I think it would inure to the president's advantage to have people testify who could exculpate him, but they - we want to preserve an executive branch where there are out-of-the-box strategy sessions where people come up with insane ideas and reject those ideas and hone them", he added.

Republicans have said they want Hunter Biden and the anonymous whistleblower whose complaint sparked the impeachment inquiry to testify.

Nadler rejected that criticism and expressed disappointment, saying in a statement: "The American people deserve answers from President Trump".

House Speaker Nancy Pelosi on Thursday asked the USA judiciary committee to draw up articles of impeachment - formal charges - against Trump.

"Chairman Nadler has no choice but to postpone Monday's hearing in the wake of a last-minute document transmission that shows just how far Democrats have gone to pervert basic fairness", Collins added.

Passage of formal charges in the Democratic-led House, now seen as all but certain, would lead to a trial in the Senate on whether to remove Trump from office.

The Judiciary Committee is focused on two possible articles of impeachment that would accuse the president of abuse of power in his dealings with Ukraine and obstruction of Congress for refusing to cooperate with investigating committees.

The House-passed resolution outlining procedures for the inquiry allowed the president or his counsel to present their case and respond to evidence, submit written requests for additional testimony or other evidence, attend hearings, raise an objection to testimony given and cross-examine witnesses.

President Trump also found time to tout an OANN investigation into the Biden family's alleged corruption, and talked about how unlikely it is that North Korean leader Kim Jong Un would consider hostile actions - unlike the Democrats.

At the time, Vice President Biden was handling global relations with Ukraine on behalf of the Obama administration. They have denied wrongdoing and the allegations have not been substantiated.

Nadler also said the White House has turned down an invitation for Trump to testify and for his lawyers cross-examine witnesses at House hearings. Sanders called it an embarrassment to the Party, and unfair for the president, and believes he will be "fully vindicated' if the impeachment trial is held in the Senate".

In September Pelosi launched the impeachment inquiry into Trump's request that Ukraine investigate former vice-president Joe Biden, a leading contender for the Democratic nomination to face the president in the 2020 US election.
