About 40 Americans of the approximately 380 on board the ship opted to stay behind.

Mr Abel said the conditions on the quarantined cruise ship were making it hard for his father to manage his diabetes and that he is also suffering from a tooth infection.

She said: "I have to say, I realise why, but they put up a YouTube film of them going down the stairs, walking outside, being greeted by the American people outside there", she said.

It is unclear which base the 14 who tested positive for the virus went to.

No Travis airmen will have contact with the passengers, officials said.

Now that they are in the USA, the cruise ship passengers must go through another 14 days of quarantine at the military facilities - meaning they will have been under quarantine for a total of almost four weeks. From there, passengers will be taken to the AV Canada Training Institute in Cornwall, Ont., for a 14-day quarantine.
