Connors today announced Hawaiʻi has joined a bipartisan, multistate investigation of JUUL Labs.

State Attorney General Josh Kaul says a 39-state coalition is investigating JUUL's marketing and sales practices. There have also been 64 confirmed deaths in the US connected to e-cigarettes and vaping.

"We will continue to reset the vapor category in the USA and seek to earn the trust of society by working cooperatively with attorneys general, regulators, public health officials, and other stakeholders to combat underage use and transition adult smokers from combustible cigarettes", the statement said.

The San Francisco-based company also plans to submit more than 250,000 pages on the matter, including scientific research, marketing material, and its proposal on curbing illegal underage use, a Juul official told the Journal.

Juul and other e-cigarette makers reportedly must show their products do more good than harm by helping adults quit smoking cigarettes even as a growing number of young people get hooked on vaping.

Bidding to stay legal in the US market, Juul is pitching an age-verification system to keep the product out of the hands of underage users, sources told The Wall Street Journal. Between 2014 and 2018, the Youth Tobacco Survey found that the share of Wisconsin high schoolers smoking cigarettes had dropped from 10.7 to 4.7 percent.

The investigation comes at a critical time for Juul, which has been bulking up its science staff to try to win Food and Drug Administration clearance for its product, a step that could determine the future of the company.

"I will not prejudge where this investigation will lead", Connecticut Attorney General William Tong said in a statement, "but we will follow every fact and are prepared to take strong action in conjunction with states across the nation to protect public health".
