New York City had 14,904 of those cases. "It's quick aid and large aid, big aid".

Newsom, who warned that half of Californians - or about 25 million people - could potentially be infected in the coming two months, said the next six to eight weeks would be pivotal in determining whether a clampdown on residents has slowed the spread of coronavirus.

It also includes another $150bn in state and local governments to fight the outbreak.

The package also includes funds for almost every adult in the country.

Gillibrand said the bill was a product of hard-fought compromises aimed to lessen the blow of the virus on everybody.

"People will say that some of (the restrictions) in place are a burden, and ye, they are burdensome", Cuomo said. "So that hospitals don't have to declare bankruptcy".

Republican opposition to expanding certain unemployment benefits was delaying Senate passage Wednesday of the largest economic rescue package in modern U.S. history, amid fears that NY could be the next epicenter of the coronavirus pandemic. Cuomo says the measure would not give NY enough money to make up for the widening multibillion dollar budget gap. He expects that number to balloon.

"Today, no hospital, no nurse, no doctor can say legitimately say "I don't have protective equipment", Cuomo said. "These numbers don't work".

The relief package would be the biggest emergency injection of money into the U.S. economy in history, dwarfing even the bailouts of 2008, when a worldwide financial crisis sent the United States economy into a tailspin.

President Donald Trump on Tuesday said he wanted to reopen the country by Easter Sunday, far sooner than public health officials have said is warranted, but later told reporters he would listen to recommendations from the nation's top health officials.

That means testing health-care workers, people in long-term care and people who are in hospital or likely to be in hospital. Henry said the outbreaks at the care homes highlights the vulnerability of elderly residents in long-term care facilities.

The Gateway Pundit headline that Trump read on Fox News said, "NY Gov. Cuomo Rejected Buying Recommended 16,000 Ventilators in 2015 for Pandemic, Established Death Panels and Lottery Instead".

He said Tuesday that social distancing had caused too much pain to the economy, adding that he wanted the country "opened up and just raring to go by Easter", which is April 12.

NY state as a whole, accounting for roughly half the country's known infections, followed California last week in ordering non-essential businesses to close and to direct residents to stay home as much as possible.

Meanwhile, Cuomo and U.S. Senate Minority Leader Chuck Schumer of NY have widely different views on the federal bailout package. "What this does is provide emergency relief to hospitals, people, businesses, and small businesses right away". So the vast majority of the $500 billion coming to big companies will come to NY.

Andrew Cuomo said Wednesday, as officials reported another surge of over 5,000 infections.

And, he said, more aid is likely.

In response to that idea, Illinois Governor J.B. Pritzker said: "There has been some talk over the last 24 hours by some about who this nation might be willing to sacrifice to COVID-19, for the sake of our economic interests".

"In the event of an overwhelming burden on the health care system, NY will not have sufficient ventilators to meet critical care needs despite its emergency stockpile".

A congressional impasse however began to overshadow the deal reached overnight on the massive relief package.
