"Today, no hospital, no nurse, no doctor can say legitimately say "I don't have protective equipment", Cuomo said. "These numbers don't work".

The relief package would be the biggest emergency injection of money into the U.S. economy in history, dwarfing even the bailouts of 2008, when a worldwide financial crisis sent the United States economy into a tailspin.

NY state as a whole, accounting for roughly half the country's known infections, followed California last week in ordering non-essential businesses to close and to direct residents to stay home as much as possible.

Meanwhile, Cuomo and U.S. Senate Minority Leader Chuck Schumer of NY have widely different views on the federal bailout package. "What this does is provide emergency relief to hospitals, people, businesses, and small businesses right away". So the vast majority of the $500 billion coming to big companies will come to NY.

In response to that idea, Illinois Governor J.B. Pritzker said: "There has been some talk over the last 24 hours by some about who this nation might be willing to sacrifice to COVID-19, for the sake of our economic interests".

"In the event of an overwhelming burden on the health care system, NY will not have sufficient ventilators to meet critical care needs despite its emergency stockpile".

A congressional impasse however began to overshadow the deal reached overnight on the massive relief package.
