National Football League commissioner Roger Goodell notified teams of the step Thursday, issuing a memo that coaches will now count toward a 100-person cap inside facilities. The County has applied for a modified Phase 1 of the Safe Start plan that would allow for limited openings of more business, and which would likely clear the way for the Seahawks to have coaches return to their facility.

According to the memo, coaches may return only if the team has "received necessary permission from state and local governments to reopen its facility".

Rapoport reported that the league anticipates only the San Francisco 49ers are not able to get to their facility Friday.

Goodell's memo, sent Thursday, advised teams across the league that their coaching staffs were now eligible to be among the employees at team facilities. Field Yates reports that only players who are receiving medical treatment are allowed on the premises and only 100 people total.

Rapoport's tweet stated that the 49ers are "aware and supportive" of the plan for other teams to move back into facilities even if they can not. "In addition, we will work with club medical staffs to implement a program of (COVID-19) testing for the coaching staff and other football personnel prior to players returning to club facilities".

Friday's return to the office for coaching staffs will be the next step in gearing up for the 2020 season.
