SA premier Steven Marshall said his state was "not in a position" to remove its hard border with Victoria as initially planned.

From July 3, pubs, cafes, restaurants and clubs will not be restricted to a maximum number of people, provided there is 4 sq/m of space per person.

Queensland Premier Annastacia Palaszczuk has announced the State's borders will reopen from July 10 to all other states except Victoria.

Global flights into Victoria will also be diverted to other states and an inquiry will be held into the hotel quarantine process.

"These are extraordinary steps, these are not things we have had to do in the past but such is the nature of this virus, it is so wildly infectious that if we don't take these steps now we will finish up in a situation [where rather] than locking down ten post codes we will be locking down every postcode", Andrews said.

"So any teams coming in from Victoria to South Australia will have to do that two weeks of isolation [and] any South Australian team that plays a Victorian team or goes to Victoria to play a Victorian team will have to do that two weeks of isolation on return to our state".

Air New Zealand may begin diverting flights away from Melbourne, as the state of Victoria goes back into lockdown to try to contain a second Covid-19 wave.

Victoria recorded 64 new cases of COVID-19 on Tuesday, capping a fortnight of consecutive double-digit increases. By comparison, the most populous state, neighboring New South Wales, and the third-most populous, Queensland, both reported no new cases.

The Victorian government is receiving help from defense personnel and healthcare workers sent from interstate, with teams door-knocking in affected neighborhoods to ask people to undertake tests for the illness, Andrews said.

"It will be a devastating impact on people and particularly local businesses, but we have to do it", he added.

The Australian Football League has 10 teams based in Victoria.

According to Australian Aviation, "the announcement came just hours after Queensland said it open its borders to all states except Victoria, and South Australia U-turned and insisted it would now not allow travel to NSW, Victoria and the ACT".
