Azerbaijan had attacked civilian settlements in the disputed Nagorno-Karabakh region, Nikol Pashinyan, the prime minister of neighbouring Armenia, said early on Sunday.

"Our response will be proportionate, and the military-political leadership of Azerbaijan bears full responsibility for the situation", the Armenian Defense Ministry said in a statement.

An Armenian woman and child were killed Sunday when heavy fighting erupted between Azerbaijan and Armenian separatists, with the two foes accusing each other of starting fighting that led to casualties on both sides.

Azerbaijan, meanwhile, accused Armenian forces of launching "deliberate and targeted" attacks on Nagorno-Karabakh.

Armenia and Azerbaijan have been involved in a dispute since the fall of the Soviet Union and had engaged in border conflicts earlier this year.

"There are reports of dead and wounded among civilians and military servicemen", the spokesman for the Azerbaijani presidency, Hikmet Hajiyev, said in a statement.

The claims were denied by the defence ministry in Baku which said its forces were responding to an Armenian offensive.

The ministry confirmed the downing of only one Azerbaijani helicopter and said its crew had survived. "Armenia has violated the ceasefire by attacking civilian settlements. the worldwide community must immediately say stop to this unsafe provocation".

More than a dozen Armenian and Azeri soldiers were killed in July at the border between the two, which have always been at odds over Nagorno-Karabakh.

"The government has made a decision to declare martial law and a total mobilisation", Armenian Prime Minister Nikol Pashinyan wrote in a Facebook post on Sunday.

"The Defense Army successfully confronts the attack".

A ceasefire, that was signed in 1994, largely put an end to the full-scale conflict, however, peace talks mediated by France, Russia and the United States collapsed in 2010.

Aliyev vowed to avenge the blood of martyrs, saying the Azerbaijani army continues retaliation on Armenian military positions, and that many units of its military equipment have been destroyed.

Armenia has said it will defend the territory, which has declared its independence but relies heavily on Yerevan.
