Second stimulus check: Could a deal be coming this week?

After hitting the stalemate over the size of the bill, Treasury Secretary Steve Mnuchin said late last week that he and Pelosi worked some things out and plan to "continue to have discussions".

After Democrats and the White House came to an impasse in early August over how much to spend and what aspects of the economy need assistance, there has been mounting pressure on Pelosi from moderate House Democrats.

The new proposal included $436 billion for state and local governments, as well as money for education, testing, airline industry workers and for a small business loan program known as the Paycheck Protection Program, a statement from House Democrats said. It also would include aid to the United States airline industry to avert massive job losses, which could start October 1 when restrictions expire from a prior round of federal assistance, as well as small business aid.

If the outcome of the election is not clear by January 6, the decision goes to the House. It hasn't happened since 1877, but Speaker Nancy Pelosi has addressed that scenario in a letter to Democrats, NPR reports.

Democrats previously said they would be willing to cut $1 trillion from the HEROS Act, a relief package it passed in May.

"I don't want to go back to Congress either, even though we have an advantage if we go back to Congress", Trump said.

The situation Pelosi described has not happened since 1876, in which every state's delegation gets a single vote, as outlined in by the 12th Amendment. He pointed to recent improvements in the US job market after months of unemployment spikes.

In a letter to fellow Democrats on Monday, the California congresswoman unveiled an "updated HEROES Act", reviving the Health and Economic Recovery Omnibus Emergency Solutions Act Democrats attempted to pass in May before it was blocked by the Republican-controlled Senate.

House Speaker Nancy Pelosi, D-Calif., introduced a revised $2.2 trillion coronavirus relief package after weeks of stalled talks. "What we will be putting forth is an offer to say, now let us negotiate within a time frame and a dollar amount to get the job done to put money in people's pockets, to honor our heroes and to crush the virus".
