U.S. President Donald Trump's campaign on Monday told a federal appeals court it would seek to halt the "effect" of Pennsylvania's likely certification of the November 3 election results, after a lower court paved the way to certify President-elect Joe Biden as the victor.

Mr Trump, in his closest statement yet to finally conceding he lost, tweeted: "In the best interest of our Country, I am recommending that Emily (Murphy, GSA Administrator) and her team do what needs to be done with regard to initial protocols, and have told my team to do the same".

Trump said that his campaign team's cases challenging election outcomes in certain parts would continue.

That means Biden's team will now have federal funds and an official office to conduct his transition until he takes office on January 20.

"Sen Lee is happy the White House has allowed the process for a possible transition to begin".

There are sources telling us that she is continuing to feel the pressure, understanding that this is really a mood in Washington that is shifting in the direction of having president-elect Joe Biden get the resources, as well as the official sign-off to start the transition.

Under the 1963 Presidential Transition Act, it was up to Murphy as head of the GSA, the federal agency that acts as a leasing agent for the government, to make the ascertainment, though the law is vague about the criteria that should be used.

Now that Murphy has ascertained that Biden won, it will free up money for the transition and clear the way for Biden's team to begin placing transition personnel at federal agencies. A handful of GOP lawmakers also called for Murphy to allow the transition to get underway. "I think there's a lot of things that are pending out there and I think there's a lot of things that have need to be addressed before we can certify this election in state of Pennsylvania, and also in our county".

Biden and Vice President-elect Kamala Harris may also swiftly begin receiving classified intelligence briefings.

Biden's team can now dig into work essential to running the federal government and bolstering the economy, from developing a budget plan to coordinating unemployment benefits guidance with the Labor Department.

The GSA memo says the agency will also provide "an architected infrastructure to meet telecommunications and IT services and equipment for use" by Biden's team. "She has been harassed, threatened, and abused - and I do not want to see this happen to her, her family, or employees of GSA", Trump tweeted.

She added that she was not "directly or indirectly pressured by any Executive Branch official" on the making or timing of a decision on the presidential transition.

Joined by Luzerne County councilmen Harry Haas and Stephen Urban, Dombroski-Gebhardt had previously said the county should not certify the results until officials are provided with "a full accounting of all votes, including write-in votes, provisional ballots and "spoiled" ballots surrendered by voters who received a mail-in ballot and chose to vote in person instead", local news outlet The Citizens' Voice reported Sunday.
