Quad Summit: India to manufacture coronavirus vaccines developed by US

The virtual meeting including Australian Prime Minister Scott Morrison and Indian Prime Minster Narendra Modi will aim to lay the groundwork for an in-person meeting later this year, the administration said.

"A range of issues, of course, we expect to be discussed, I should say, facing the global community from the threat of COVID to economic cooperation and, of course, to the climate crisis", she said.

Chief Cabinet Secretary Katsunobu Kato said at a news conference Japan hopes to "confirm close cooperation toward realizing a free and open Indo-Pacific" through the planned Suga-Biden meeting.

The US state department said: "Quad members are uniquely positioned to help lead the world out of the deep crises that we've spoken about - that includes Covid-19 - and towards the more positive vision that we all seek".

US President Joe Biden on Friday holds the first-ever four-way summit with the leaders of Australia, India and Japan, ramping up efforts to cement alliances as concerns grow over a rising China. The US wants a security architecture to counter China.

The Quad meeting is scheduled for 13 March.

Last week, India's ambassador to the US Taranjit Singh Sandhu said the Quad arrangement has larger goals. I would hesitate to point to one animating challenge that the Quad is set to address today.

"We have shared interests in standing up for universal values and rights".

But it has been driven by China's dramatic rise, and the realisation in all four capitals that they need to intensify efforts to confront strategic challenges posed by Beijing, as well as shaping governance and behaviour across the Indo-Pacific.

Biden, in his first call with Suga days into his administration, underscored his commitment to protecting the Senkaku Islands, a group of uninhabited islets administered by Tokyo but claimed by Beijing, according to the White House. But Vietnam, Malaysia, the Philippines, Brunei and Taiwan have counterclaims. We have shared economic interests.

At the State Department briefing, Price said the USA considers itself as a Pacific nation.

Meanwhile a senior USA military official has described a recent missile launch in the South China Sea as an "unmistakable message" to the United States.

In the backdrop of Chinese views, the sources said Quad's "model of enlightened, humanitarian collective action" through the supply of COVID-19 vaccines will "offer a template for peace, cooperation and prosperity in the Indo-Pacific region".

Describing it as a historic agreement to expand COVID-19 vaccine production capacity, which will be a key deliverable for the Quad summit, a second senior administration official said that the leaders of the four countries understand that, as long as the pandemic continues to spread, none of them are safe.
